Yes. The archive can sit on a shared network folder: every workstation sees the same drivers, vehicles and downloads.
The licence stays valid for 90 days offline. For PCs that are always offline we provide a file-based licence.

Yes: the country chosen in the settings decides the rules, OLR 1 for Switzerland and Regulation (EC) 561/2006 for the European Union.
Base is paid once and stays yours, updates included, for one or two vehicles. Professional and Advanced last twelve months and are renewed; when you change plan, the same key moves to the new plan.
Downloads are always imported: anyone beyond the limit enters as inactive and is reactivated by moving to the next plan or deactivating those who no longer work. No data is lost.
